Policy H4 should be completely rewritten. It currently does not take account of the national
policy on meeting all housing needs and falls short of the standard set by the council’s own

Self build and custom housing needs more detailed provision in this plan. Currently it is
completely inadequate and will not meet the needs of local residents. The district’s infrastructure
will also not support these plans.

I believe the policy should be revised to clearly require developers to allocate plots for self-building, balancing this with the inevitable construction of standard houses. More careful consideration is needed to ensure the policy effectively encourages self-build opportunities and addresses infrastructure requirements.

Policy H3 is flawed. There is no provision for custom house building on individual plots and no infrastructure provision. There needs to be much more thought give to the way this policy is written such that it can clearly convey a demand on developers to provide plots for self building alongside the boring pille em high sell em cheap houses they will inevitably build.
Policy H4 is even worse. Tree cover is absent in nearly all new estate designs but is essential for proofing new developments against the increasing challenges posed by the Great British weather.
For better or for worse this policy needs significant changes.
