I believe Policy H4 should be entirely rewritten because it does not reflect the national policy on meeting housing needs and fails to meet the standards of the 2018 Local Plan. The plan lacks detailed provisions for self-build and custom housing, which are currently inadequate to satisfy local residents' needs. Additionally, I find that the district’s infrastructure cannot support the proposed housing plans.
